- ➤ Dash cam video from DPS shows a high-speed chase in Weslaco where Cesar Rafael Leon, who was driving a gray Ford SUV carrying five undocumented individuals picked up near Mercedes after they crossed the Rio Grande on a raft, was arrested — he appeared in federal court today and now faces charges that could result in up to 20 years in prison and a $250,000 fine.
