- ➤ Paul Rodriguez, president and CEO of Valley Land Title Company, said at the Immigration Enforcement & Construction Industry Impact Symposium on Jan. 14 (at McAllen Convention Center) that construction activity dropped 30 to 40 percent as reduced workforces halted some deals. Rio Grande Guardian
